In recent years, our State has increased investments and concessional loans for the development and localization of automobile production in Russia.
For a vehicle manufactured in the Russian Federation to be considered a domestically produced product, it must meet the requirements of Russian Government Decree No. 719. The main and principal requirement of Decree No. 719 is the stamping of car body parts
The localization system operates on a points-based system, so the more stamping-related operations performed in Russia, the more points the automaker receives. In practice, localization of automobile production is divided into four main stages:
The first is the stamping of body parts, which on average accounts for about 70% of the total localization volume.
The second is body welding: at this stage, the vehicle frame (body) is assembled from stamped parts — 10% of the total localization volume.
The third stage is body preparation and painting — 10% of localization.
And the last, fourth stage is final assembly: at this stage, the engine, suspension, glass, interior, electronics, and wheels are installed, which in turn adds the final 10% of the total localization volume.
Enterprises and plants producing domestically manufactured vehicles enjoy certain state benefits:
- Receiving subsidies and state support.
- Inclusion of products in the consolidated register of the Ministry of Industry and Trade. T
- he opportunity to participate in public procurement.
It is also worth noting that our President, V. V. Putin, signed a law on May 23, 2025, which, starting from March 1, 2026, requires the use of domestically produced vehicles as passenger taxis.
Our company, NordPress Engineering, has over the past few years provided engineering and technical support for the localization project of Sollers automobile stamping. In addition, our team is currently involved in the localization of commercial truck transport in Russia.
